Martinsburg EPA Brownfields Reuse Study Completed; Sale Agreement Reached for Key Site


Urban Partners was retained by the City of Martinsburg as part of a multi-disciplinary professional consulting team led by Environmental Resources & Consulting, LLC, with Stomberg/Garrigan & Associates, to prepare a U.S. Environmental Protection Agency (EPA) brownfields reuse study for four key sites in downtown Martinsburg, West Virginia. The sites include Interwoven Mills, Thorn Lumber, Matthews Foundry, and the Roundhouse Complex.

As part of this effort, Urban Partners conducted an assessment of the local real estate market to determine the economic viability of a variety of potential new uses for the sites. Markets examined for this analysis included retail, office, institutional, rental housing, hotel, and civic event space. Through our analysis, we identified 420,000 SF of new retail space, new upscale apartments, a hotel, and a civic center that could accommodate meetings, performances, trade shows, and weddings.

Upon completion of the brownfields reuse study, a deal was reached for the sale of the Interwoven site. Subsequently, the EPA has given the approval to schedule the Phase II environmental analysis for the site.
